Tragedy in Rikhnikhal: 28-Year-Old Lineman Electrocuted Despite Shutdown Request, Public Anger Erupts
A young lineman, Anil Negi, lost his life after being electrocuted while working on an electric pole in Rikhnikhal, Pauri. Villagers and public representatives are accusing UPCL of negligence and demanding accountability.

A tragic incident in the Khimakhet area of Rikhnikhal, Pauri district, has shaken the local community after a 28-year-old lineman, Anil Negi, was electrocuted while working on an electric pole late at night. Despite requesting a proper shutdown of the power supply, current unexpectedly passed through the line, resulting in his immediate death while he was still atop the pole.
According to eyewitnesses, Anil, a contract worker associated with the Uttarakhand Power Corporation Limited (UPCL), had gone to address a fault in the area’s electricity line. He had reportedly climbed the pole after confirming a shutdown, but moments later, a surge of current passed through, causing his body to become entangled in the wires. His lifeless form hung between the cables for hours until villagers managed to bring him down late at night.
Public Outcry and Allegations of Negligence
The incident has sparked anger and protest in the local community. Villagers and residents of Rikhnikhal are demanding immediate action against the officials responsible. They allege that UPCL has consistently put its linemen at risk by not providing proper safety equipment or ensuring secure working conditions.
“This is not an accident—it’s gross negligence,” said one of the angry villagers. “If the shutdown was granted, how did the line get recharged? There must be someone responsible for this.”
Local MLA Mahant Dilip Rawat also visited the site and took a strong stance against the electricity department. “Anil Negi’s death is not just unfortunate—it’s the result of administrative failure,” he said. “There needs to be a thorough investigation, and those responsible must be held accountable. UPCL cannot be allowed to function with such a callous approach toward worker safety.”
A Pattern of Neglect?
This incident raises serious questions about UPCL’s safety protocols, especially for contract workers who often operate without basic protective gear or supervision. Sources have revealed that Anil Negi was not equipped with insulated gloves or a proper safety harness—a violation of basic electrical safety norms.
Villagers are also demanding compensation for the bereaved family and a comprehensive overhaul of UPCL’s field operations. “We’ve lost a young life. He was doing his job. Who will take responsibility?” asked a local resident.
What Happens Next?
The public is calling for:
-
A judicial inquiry into the incident.
-
Immediate suspension of the officials involved in granting the shutdown.
-
Compensation and a government job for Anil Negi’s family.
-
A review and upgrade of safety standards for linemen across Uttarakhand.
Meanwhile, UPCL has yet to release an official statement addressing the incident.
