CM Dhami Orders Multi-Phase Overhaul of Kainchi Dham Fair Amid Surge in Devotee Footfall
Ahead of the June 15 Pran Pratishtha day, Chief Minister Pushkar Singh Dhami has instructed officials to draft immediate, mid-term, and long-term plans to handle the growing influx of devotees at Kainchi Dham. With 2.5–3 lakh visitors expected, traffic control, shuttle services, and infrastructure upgrades are now top priorities.

As June 15, the Pran Pratishtha Day of Kainchi Dham, approaches, the Uttarakhand government is shifting into high gear to manage the massive surge in pilgrims expected to attend the fair. Chief Minister Pushkar Singh Dhami, in a high-level meeting held at the CM residence, directed top officials to adopt a three-pronged strategy — immediate, mid-term, and long-term — to ensure smooth operations, crowd control, and better facilities for devotees.
Devotee Numbers Rising Rapidly
According to District Magistrate Vandana Singh, the spiritual hotspot has witnessed a dramatic increase in footfall — from 8 lakh annual visitors in previous years to 24 lakh last year. For this year’s fair, 2.5 to 3 lakh devotees are expected over just a few days, far exceeding the carrying capacity of Kainchi Dham.
To address this concern, the DM has proposed a devotee registration system and a visitor cap in future years, especially during peak events, to maintain order and safety.
Infrastructure Focus: Sanatorium to Bhawali Road
One of the immediate infrastructural focuses is road widening and cutting work from the Sanatorium to Bhawali Petrol Pump (approx. 3 km). CM Dhami emphasized that this work must be completed on a war footing to facilitate smoother traffic movement during the event.
Color-Coded Shuttle Services
In light of previous shuttle service failures, the administration has introduced a color-coded shuttle system this year to streamline transportation:

Pink Shuttle (Haldwani–Kathgodam): 100 buses, 25 Max vehicles
Fare: ₹150 (bus), ₹200 (Max) -
Green Shuttle (Bhimtal Vikas Bhawan): 40 buses, 50 Max vehicles
Fare: ₹100 (bus/Max) -
Yellow Shuttle (Bhawali): 20 buses, 80 Max vehicles
Fare: ₹50 (bus/Max) -
Blue Shuttle (Nainital): 10 buses, 20 Max vehicles
Fare: ₹100 (bus), ₹120 (Max approx.)
These services will replace private vehicles, which are prohibited on mountain routes on June 14–15. Vehicles will be halted at Kathgodam and Kaladhungi, from where pilgrims must board shuttles.

Each parking spot will be connected to the shuttle network and managed by local officials.
Amenities and Cleanliness
To enhance the on-ground experience, mobile toilets, drinking water tankers, and temporary lighting systems are being installed. Cleaners and maintenance staff will be deployed across all major congregation points.
The Jal Sansthan and Public Works Department are coordinating for sanitation and hygiene. Emphasis is being placed on polite conduct by officials, proper fare enforcement, and continuous monitoring of crowd dynamics.
Long-Term Vision
The CM has called for a permanent management blueprint to be developed, focusing on crowd science, road design, and service automation. The proposal includes future integration of online registration, AI-driven crowd flow monitoring, and expanded parking facilities.
As one of Uttarakhand's most visited spiritual centers — made globally famous by Neem Karoli Baba and devotees like Steve Jobs and Mark Zuckerberg — Kainchi Dham's infrastructure is now at a crossroads, with religious tourism outpacing local capacities. The administration appears poised to make this June 15 fair a test run for future models of safe, scalable pilgrimage planning.
